What is Ofsted operational support? It is hands-on consultancy to help children’s home providers plan mobilisation, organise recruitment and training, strengthen care and risk systems, and establish management routines that work in practice. It complements, rather than replaces, registration, statutory duties and ongoing independent compliance monitoring.

When the day-to-day needs more structure

Strong services need more than policies. They need systems people can use.

Good care relies on consistent people, safe decisions and well-understood responsibilities. These are the situations where additional operational expertise can make a useful difference.

Support at the right stage

Prepare to open. Run with consistency. Grow with control.

Different points in a home’s development call for different operational priorities. Delphi can help clarify the appropriate scope for your current situation.

Pre-opening01

Turn the plans into a workable home

Review mobilisation, staffing, management responsibilities, induction, policies and key readiness gaps before the service becomes operational. Required Ofsted registration must be granted before operating.

After opening02

Make everyday practice reliable

Strengthen care planning, safeguarding procedures, records, staff support and management follow-through as the team establishes its working routines.

Multi-home operations03

Keep quality visible as you expand

Review consistent workforce systems, central reporting, placement pathways and accountability across a growing group of children’s homes.

The goal is not more paperwork. It is a better-run home for children.

We help turn policies, staffing plans and regulatory expectations into clearer routines that managers can lead and teams can follow.

Operational foundations in the regulations

The standards behind the everyday systems.

Children’s homes must connect their policies and staffing arrangements to practical care. These four regulations provide useful reference points for operational planning.

12 Protection

Safeguarding in practice

Staff recognise and act on risks, understand safeguarding duties and keep children safe in day-to-day care.

Regulation 12
13 Leadership

Clear management & staffing

Leaders provide a positive culture, enough suitably skilled staff and effective oversight and improvement systems.

Regulation 13
14 Care planning

Needs-led care

Care is organised around each child’s relevant plans, assessed needs and progress, with placement decisions considered carefully.

Regulation 14
32 Recruitment

Fitness of workers

Recruitment processes are designed for children’s safety and assess character, competence, fitness and required information.

Regulation 32
Important: This section relates to children’s homes in England under the Children’s Homes (England) Regulations 2015. Other Ofsted-regulated settings, including supported accommodation, may have different requirements. Operational consultancy does not replace the registered person’s statutory duties.
A connected operating model

People. Practice. Systems. Oversight.

Children’s experiences should be reflected in the records, leadership decisions and routines that guide the home.

Frequently asked questions

Your operational questions, answered clearly.

Understand how operational consultancy fits alongside the regulatory, safeguarding and leadership duties of a children’s home.

Ask about your home
What does Ofsted operational support include?

It can include pre-opening mobilisation, safer recruitment planning, induction and training design, care planning, risk management, incident recording, operational policies, quality oversight and guidance around placements. The scope is tailored to the registered provision.

Can Delphi help before our children’s home opens?

Yes. We can support mobilisation, staffing and operational preparation before opening. However, the relevant Ofsted registration must be granted before operating a children’s home that requires registration. Consultancy does not authorise early placements.

How is operational support different from ongoing compliance?

Operational support focuses on how the home runs: people, care plans, staffing, procedures and management routines. Ongoing compliance support focuses on independent monitoring, quality reviews, audits and assurance over time, including Regulation 44 and 45 duties for children’s homes. The services can complement one another.

Can you help with safer recruitment and staff training?

Yes. We can help review recruitment frameworks, role structures, induction plans, training matrices, supervision and competency monitoring. Decisions to recruit, employ and deploy staff remain with the provider, subject to applicable checks and legal requirements.

Does Ofsted require a fixed staff-to-child ratio in every home?

There is no single staffing ratio appropriate to all children’s homes. Regulation 13 requires sufficient staff with appropriate experience, qualifications and skills to meet the needs of the children living in the home. Staffing arrangements should reflect the statement of purpose and individual risks and needs.

Can you support commissioning and placement referrals?

Delphi can advise on service positioning, commissioner engagement and clear referral processes. Any decision to accept a placement must consider the child’s needs, the existing group of children and the home’s ability to provide safe, appropriate care. Referrals and placements are not guaranteed.

Do you work with multi-home children’s services groups?

Yes. We can discuss consistent recruitment, workforce development, management reporting, service mobilisation and quality oversight across a growing provider group, with arrangements adapted to each home’s needs.

Can operational support guarantee a better Ofsted judgement?

No. Delphi can help strengthen practical systems, leadership and staff preparedness, but Ofsted remains responsible for inspection judgements and regulatory decisions. No rating, registration date or placement outcome can be guaranteed.

What should we tell Delphi in the first enquiry?

Share the service type, whether you are pre-opening or registered, number of homes, main operational pressures and relevant timescales. Please do not submit identifiable details about children, care plans or live safeguarding case files through the general enquiry form.
