A clearer view of your service

What is a care service evaluation?

A care service evaluation is a structured, independent review of how a service is operating. It considers the connection between day-to-day delivery, quality, leadership oversight, governance and relevant compliance arrangements.

When your team is immersed in daily operations, individual issues can be difficult to see in context. Delphi takes a broader view to help you understand what is working, where performance may be drifting and which areas need leadership attention.

Our goal is to turn evidence and observations into useful priorities, not simply provide a list of concerns.

When independent insight helps

For the moments when a clearer view changes the next decision.

Service evaluations can help owners, directors, Registered Managers and quality leaders understand an existing concern or check that oversight remains effective as services evolve.

01

Emerging performance concerns

When complaints, incidents, audit results or operational pressures suggest something needs a closer look.

02

Leadership changes

When new or interim leaders need a dependable picture of risks, strengths and immediate priorities.

03

Group-level assurance

When a provider group needs an independent view of consistency and governance across one or more services.

04

Improvement planning

When an action plan exists, but leaders need stronger evidence about where to focus effort and capacity.

What our evaluations can cover

A complete view, tailored to your service.

The focus and depth of each evaluation are agreed before work begins. Depending on your needs, the review can examine the following eight areas.

✓

Operational review

How day-to-day processes, management arrangements and accountability support the running of your service.

✓

Quality review

How quality is monitored and maintained, and whether leaders can see changes in performance early enough.

✓

Compliance review

Relevant regulatory arrangements, governance controls and potential compliance gaps within the agreed scope.

✓

Leadership oversight

Whether leaders have the information, processes and accountability needed to understand service performance.

✓

Risk insight

Potential quality, operational or compliance pressures that may not yet be clear in existing reports and audits.

✓

Priority recommendations

Clear, actionable findings to help focus management attention on the areas that matter most.

✓

Improvement roadmap

Findings that can inform an achievable sequence of operational, quality and governance improvements.

✓

Follow-up support options

Where required, further guidance to translate findings into action, improve oversight and review progress.

From isolated issues to the whole service

Four connected lenses. One clearer picture.

Quality concerns rarely sit in isolation. A policy gap may reflect an oversight problem. Repeated operational issues may reveal a training or leadership need. Our evaluations explore how those elements connect, rather than treating every finding separately.

Service evaluation or mock CQC inspection?

Both services provide independent challenge, but the starting question is different. Choose the review that fits what your leadership team needs to understand.

Feedback from care providers

Independent challenge that people can engage with.

Client perspective Expertise matters. So does the way it is delivered. Feedback about Delphi’s approach to an assessment of a care service.

Helpful challenge, delivered with care.

“Staff felt confident to be able to speak with Sarah throughout the visit.”
Lucy Bland, Head of Regulation and Compliance, Rotherwood Healthcare

The wider feedback describes a supportive, clear and practical approach to assessing compliance and speaking with staff and residents. It illustrates the importance of both evidence and how a review is conducted.

Delphi brings practical care-sector knowledge to assessments of operations, governance, quality and compliance. We work with your team to understand the full situation, recognise what is working well and identify areas requiring attention.

Frequently asked questions

A little more clarity before you begin.

The best evaluation starts with the right questions about your service, scope and priorities.

What is included in a care service evaluation?

Depending on the agreed scope, a service evaluation can examine operational systems, quality assurance, compliance arrangements, leadership oversight, emerging risks and priority improvements. The exact review activities and deliverables are agreed in advance.

Who should commission an independent service evaluation?

Owners, directors, Registered Managers, quality leaders and multi-site operators may seek an independent review when performance concerns arise, leadership changes or additional assurance is needed.

Is a service evaluation the same as a CQC inspection?

No. Delphi’s evaluation is independent consultancy, not an official assessment conducted by CQC. It does not determine or guarantee a CQC rating. If your primary focus is inspection-style preparation, our mock CQC inspection service may be more suitable.

Will we receive an improvement plan?

Our service includes practical findings and prioritised recommendations. Where appropriate, these can inform a broader improvement roadmap. The format, depth and any follow-up work are agreed as part of the scope.

Can you review more than one care service?

We can discuss evaluations for a single location or a wider provider group. The approach depends on the services involved, the objectives and the available evidence.

How long does an evaluation take, and what does it cost?

Both depend on the number of services, complexity, areas to review and reporting requirements. Contact our team to discuss the scope and request a proposal.
